San Carlos PNP has new OIC
San Carlos City Police Office has a new officer-in-charge.
As P/Supt. Harold Tuzon, SCCPO chief of police, is now taking further studies, P/Supt. Joseph Bayan now takes command as the new officer-in-charge and he said he is set to prioritize two issues-one is drugs, the other is illegal gambling.
Bayan, who was deputy city director for administration in Bacolod City prior to coming here, started reporting for duty on November 8, when the city was fresh out of the fiesta fever.
Asked if Tuzon left him a checklist of priorities before leaving SCCPO, Bayan said they have not communicated yet but he is well aware that "many are engaged" in drugs and that jai alai is rampant here as in Bacolod City.
Admittedly, though he has not yet formed a strategy for approaching both problems, he promises to get down to business by next week after his formal introductions to the different officials of the city.
"Nagpa-pakilala pa lang ako sa city officials," he said.
The police OIC also emphasized that jai alai is illegal and that there is now the legal Small Town Lottery (STL) which is meant to replace it.
Aside from illegal drugs and gambling, Bayan will also pay attention to illegal firearms and that he will strengthen the campaign to firearm holders to get or renew licenses. He added that he plans to campaign house to house.
As of press time, SCCPO has 55 uniformed personnel at a ratio of one policeman to more than 2,000 residents in the community which means the station needs four times more in order to efficiently cover the entire city and all its barangays, Bayan explained.
Prior to his assignments in Negros Occidental, Bayan was assigned in the United Nations mission; first in Kosovo then Darfur, Sudan.
