Pedestrian safety matters?

                Well of course it matters, but to whom? The following observations are based on San Carlos, but could be applied equally almost anywhere in the Philippines.
                There are two essential conditions for pedestrian safety. There must be clear, well-maintained pavements or sidewalks and provision must be made for people to safely cross the road. Two factors which are so self-evident they hardly need stating, but largely absent here.
                Firstly, the pavement. Some years ago, I was pleased when the City Council started creating pavements in many of the residential areas. However, the water company seemed to think those were for their benefit and started putting meters across them, forcing people into the road. VRESCO replaced many old wooden poles with new metal ones, but placed them and their retaining cables on the pavements, again forcing people into the road.
                Many householders, perhaps following the public utilities, began to colonize the pavements with flower pots, bushes, and often piles of sand and gravel while construction takes place.

Walay nahimo ang babaye nga nagpakiluoy nga dili lang intawon sya unsa-on ug ipakuha lang niya ang sulod sa iyang bag. Ang sulod sa bag mao ang tulo ka tseke sa BDO Victorias branch ug cash.  Pagkahuman gipakanaug ang babaye nga gibaya-an sa mga hinampak nga dagku. May miagi nga salakyan ug nagpakiluoy sya nga mosakay paingon diri sa San Carlos.
                Dili lang kini nga holdup ang nahitabo diri sa atong dakbayan. Pero may nadakpan ba? Dili ba nga duna na man tay CCTV camera? Ang ato diay mga pulis, hain na man?

                Daghan na gyud kaayo ang nagreklamo aning polusyon gikan sa SCBI. Gawas sa water pollution, naa pa gyud ning ashfall (kining agiw gikan sa simboryo) nga kon mapuling ka sakit sa mata. Sa mga linabhan nga gihay-hay mangitom tungod sa agiw. Sa mga taga ethanol, ayaw na intawon mo ug pabungol-bungol uy!

                Wala kanay mabati-an nga palapaw sa mga semento kon materials sa mga proyekto sa syudad sa San Carlos. Ang solusyon diay mao nga kini nga mga proyekto ipa-sub contract lang sa mga pribadong contractor. Lahi ra kaniadtong miaging administrasyon nga kanunay lang may mabatian ka nga kinawatay sa mga materials. Labor and materials ang palapaw sa mga natungdan nga proyekto sa gobyerno. Karon kay gipa sub-contract na sa syudad ang mga proyekto, ang engineer supervision na lang ang trabaho.
                Kon nahuna-hunaan kini kaniadto wala untay dagkong kantidad sa salapi nga nawala ang gobyerno. Tapos na ang maliligayang araw niadtong mga si-aw nga engineer. Da, usab pa mo?

Towards a welfare society

                Something which strikes newcomers to this country, is the deep poverty of so many of the population. Whilst a sizable middle and upper class live in considerable comfort, waited on by their poorer neighbors, many go hungry, suffer for lack of medical treatment and have no prospect of any improvement in their living standards. In many ways, the situation is comparable to the bleakest times in Victorian England, 150 years ago, as readers of the novels of Dickens or Tressal will recognize.
                It is therefore extremely encouraging to see some small, but highly significant steps by government to address these problems. The issue of Philhealth memberships cards to the poorest and the payment of monthly allowances to the poorest families represent a real breakthrough. Their value may be low and their impact limited but it is an important start on the road towards a more just society.
                Introducing policies such as this must overcome huge obstacles. Firstly, the economic ones: The Philippines is not a rich country by international standards and with some estimates putting the number of people below the poverty line at 40 percent , or over 30 M people, even small allowances will be hard to finance. The weakness of the revenue collection system here (BIR, Customs, etc) makes it even harder to find the budget.
                However, even a newcomer to economics will understand that raising the income and therefore expenditure of a large part of the population will provide economic stimulus, or in economic jargon, will have a multiplier effect.
                Unlike richer people, who may save or even export part of their income, the poor will spend it all ensuring it circulates through the economy. It is also less likely to be spent on imported luxury goods which give little benefit to the domestic economy.
                Secondly, there are the political problems or public acceptance. Some of those are understandable and are echoed in advanced economies, too. If you work hard, invest in education and see others receiving benefits with little or no apparent effort, you can resent your taxes being used to assist such people. This is simplified to a debate about who are the 'deserving and the undeserving poor.'
         People unable to work, such as the disabled or elderly, are usually accepted as deserving, whilst the able bodied unemployed are often considered undeserving.
       The problem with such simplistic separation is that many unemployed (or underemployed, casual or part-time workers) are often not so through choice.
       In addition, even if the parents are poor through their own actions, we need to be concerned about their children and their care-givers. Society's investment in its next generation through nutrition, health care and education, is in the interests of society as a whole.
         Thirdly, most government programs here suffer from some degree of maladministration, ranging from inefficiency through to blatant corruption.
         In the case of welfare programs, it is crucial for public confidence and support, that the benefits go to these eligible by need, and are not diverted to relatives or cronies of administrators, or denied to those whose politics do not 'fit!' In all countries, there will be those who seek to defraud the system and it is important that such people are pursued with vigor and punished when caught. In the UK, benefit fraudsters are often given only a slap on the wrist which undermines public support for the whole scheme.
         In conclusion, the government's attempts to lay the foundations of a welfare society are extremely welcome. It will take time to build one these and there are serious obstacles to be overcome. The 30 M people living in poverty cannot afford the schemes to fail and their success in the long run is in the interests of all.

           Bisan pa man sa pagbalik sa normal nga kondisyon sa mga tawo human sa linog aduna pa gyud diay mga igsoon nato nga hangtud karon naa pa gihapon sa kahadlok tungod sa miliki nga bukid sa ilahang lugar.
       Mga 38 ka pamilya ang anaa mibakwit karon sa eskuylahan sa Pano-ulan Elementary School. Ang atong disaster chairman ang mimando kanila sa pagbakwit sa maong lugar tungod sa ka delikado sa ilahang panimalay. Sa akong paghinabi sa mga residente nga mibakwit sa eskuylahan nalipay sila sa tabang nga ilahang nadawat sa Lokal nga Gobyerno pinaagi sa City Social Welfare and Development Office.
                Apan nahadlok usab sila kay ang ilahang kahimtang matud pa nila mura silag ilaga. Ug panahon sa klase mangguwa sila atubangan sa maong eskuylahan. Ang pagkatulog usab sa ilahang mga anak nga sa karon gipang-ubo tungod sa kabugnaw sa semento nga molusot sa ilahang banig nga gihigdaan.  Hangyo unta sila sa ilahang barangay nga mahatagan sila ug karton nga masapaw sa ilahang banig. Kap, syaro bisag 200 lang nga mga basiyo sa karton nga mapalit makahatag na kanag kalipay sa maong mga pamilya. Ug panahon unya nga mamupo ka sa mga gipangtanom nimo sayon ra kaayo kay sila ra ang matagak sa punu-an padulong unya nimo.
Ningbakwit. Ang mga taga-Magpantay, Sitio Pano-ulan, Barangay Guadalupe, San Carlos City nagtapok gawas sa waiting shed nga nipa gawas sa elementaryang skwelahan nga ilang gibakwitan.

                Ang mga tawo nga atua karon sa maong eskuylahan dako sad kaayo ang ilahang pagpasalamat sa Head Teacher ug mga maestro nga atua didto nagtudlo sa kaayo nga ilahang gihatag kanila. Sa pagkakaron wala pa sila mahibalo kung kanus-a sila pabalikon didto sa ilahang lugar.

Sa akong paghinabi sa pipila ka driver wala silay papeles nga gihatag basta lang mihatag lang sila ug P350 sa maong tig follow-up ug pagka sunod adlaw naa na dayun ang ilahang I.D.
Pastilan basig naa tay laing Treasurer's Office ani. Nga unta molukat kini sila ug sedula, barangayclearance, health certificate ug uban pa. Gi-unsa man ni pagkuhaa sa ilahang ID nga dili na man molukat ug mga clearances? Kinsa na man pud kayha ang ulo-ulo sa kamalo aning raket sa ID sa mga driver?
                Madam Treasurer, ug dili ni paagi sa polisiya sa pagkuha ug I.D. sa pedicab maayo siguro nga imohang sugdan pagpa-inspeksyon sa imohang mga tawo diha sa City Treasurer's Office.  Kining amo suhestiyon lang basig dili kini legal ug masumpo ug mailhan ang mga tawo nga responsable sa maong modus.

Wala Untay Bulok Sa Politika

Wala untay bulok sa politika


               Daghan ang midayeg sa lihok sa mga NGO ug mga opisyal sa gobyerno ning atong syudad sa tabang nga gipaabot ngadto sa silingang dapit sa Negros Oriental.  Ang dali nga pagtabang sa atong syudad sa paghatag ug tubig ngadto sa nagkinahanglan sa mga lugar sa Negros Oriental nga nakabsan ug tubig. Way labot niana may mga hinabang pa nga mga gagmay nga pinutos para sa mga biktima  sa linog.
                Apan aduna usab mikomentaryo nga ug ingon sad unta ana ang paghatag sa mga indigent diri sa atua, kana ba kunong way pili kun unsang kang bulok sa politika. Kana ba kunong way tan-away sa computer ug tan-awon ug naa ba ka sa lista sa ilahang bando. Kay gani kuno dili man gani taga atua ang gitabangan apan full force kita nga mitabang kanila. Ingon sad ana unta ang pagtabang sa atong mga indigent dinhi sa syudad sa San Carlos way pili-on kun unsa ang kolor sa politika. Kay ug sa uban pang mahilig sa politika unsa pa may  tan-awon nga wala na may kontra. Hakpa na lang na ninyo, mga Sir!

                Ang kinatibuk-an nga komentaryo nga wala kaayo nakita sa katawhan ang kadaghanan sa opisyal sa gobyerno nga gibuto sa tawo nga sa pagtuo nga kining mga tawhana ang mogiya kanila sa panahon sa kalipay ug kasakit.  Pero moingon man sad ni sila nga, "Biktima sad baya mi."  Mao nang didto na ninyo kit-i ang uban sa Medina murag nag sightseeing ba.

City's first earthquake

                Many say nothing much happens in San Carlos. Well, the first earthquake in living memory has given us all something to talk about. The lack of experience and knowledge contributed to widespread panic, especially as most people had seen pictures of the Japanese tsunami last year, and were fearful the same could happen here.
                In fact, with the protection of nearby islands, this is extremely unlikely, and a relatively small quake as we experienced just off the coast, will cause high waves, but no catastrophic wave as in Japan and in Chile the previous year.
                It may sound strange to call this one small, but the one I experienced in Chile in 2010 was not only much stronger at magnitude 8.8 on the Richter scale in Santiago, but the epicenter was 400 kms. farther south and recorded 9.0. It also lasted for four minutes, caused a tsunami which killed 600 on groups of islands and certainly terrified me in my fourth floor apartment!
Who’s to blame?
                This is not to diminish in any way the sorrow we all feel for those living farther south in Negros who have lost loved ones and homes. However, even there we have to ask yet again why people are allowed to build their homes on land which is clearly unstable and at risk of disaster. I hope that sorrow can turn to constructive anger at the failure of local government yet again. An earthquake where no fault line is known cannot be predicted, but other factors, such as prolonged rain, can have the same effect, as we see so often.
                Of course, it is not the better off, but the poor who always suffer.

               One of the major natural calamities that hit the country last year was Typhoon Sendong which severely punished Iligan and Cagayan de Oro Cities on December 16, 2011. It brought about 10 hours of heavy rains that caused flash floods in an area that rarely experiences tropical cyclones.
                Sendong tells us that natural catastrophes can happen anytime at any place even in the most unlikely ones.  Historical statistics can no longer be a basis for predicting a natural occurrence in the future. The Sendong experience was a realization for most local government executives.  Everyone now wants to equip their respective localities to cope with disaster.   It was only unfortunate that the next calamity happened too fast, too soon.
                On February 6 at 11:49 AM, another disaster struck.  This time it was a 6.9 intensity earthquake that ravaged the islands of Cebu, Negros and Panay.   The central western side of Negros Island was the worst hit. The quake's epicenter being very near the town of Tayasan, Negros Oriental,  some 70 - 80 kilometers south of San Carlos City.  An earthquake of such a magnitude was never experienced by anyone in his lifetime in this part of our country.  So, except for one or two schools that conducted earthquake drills for their students, everyone practically didn't know what to do.  There was panic everywhere that affected everyone - the poor and rich alike; the educated and the ordinary folks; and the old and the young.  Even government agencies and offices were caught with pants down.

                Despite the strong quake and the several but milder aftershocks, San Carlos only sustained minor damages.  Its worst effects, though, were the continuing paranoia of the people for the subsequent tremors and the possibility of a tsunami that may have been triggered by the quake.   'Learning' from the experiences of Japan and Indonesia on March 11, 2011 and December 26, 2004, respectively, when tsunamis immediately followed an earthquake, the people started leaving their houses in haste to seek the safety of higher grounds. 
                Phivolcs then issued Tsunami Alert Level 2 about an hour after the quake only to cancel it in about 30 minutes later.  Despite the cancellation and the announcements by the LGU that it was already safe, the people still refused to go back to their homes.  There was disarray and the people were as confused as the Phivolcs personnel were.

Mahinumduman nako nga sa dihang ang Colegio de Sto. Tomas-Recoletos ang nahimong representative ngadto sa Regional Games akong nakita ang kahinam sa mga players nga makig lantogi sa duwa nga Football sa ilahang mga kontra didto sa Iloilo.
                Tungod lagi kay dala na nila ang ngalan sa Probinsya sa Negros Occidental dili malikayan nga mo-pick up kini sila ug pipila ka players sa Bacolod. Apan bisan pa sa pag-pick up ug pipila ka player sa Bacolod solid gihapon sila nga team nga miadto sa Regional Competition.  'Win or Lose,' matud pa nila, basta magkasama 'ayos lang.'
                Ang atong under-12 sa elementary nahimong madaugon sa duwa nga Football gikan sa Area I Meet ug sa Provincial Meet. Ang bonding aning mga bataa hilabihan na kakusog ug aduna na ni silay komon nga ambition nga magmadaugon sa pagduwa ngadto sa Rehiyon. Apan lagi basta adto na sa Regional Meet ang Probinsya sa Negros Occidental na ang dad-on nga bansagon ug sa sama nga mga pamaagi mokuha ug import nga players sa Bacolod na usab.
                Apan matud pa sa usa ka ginikanan nga mipautwas sa iyahang kahiubos sa nahitabo sa iyahang anak ngadto sa nagdala sa Team Under-12 gitangtang ang iyahang usang anak kay lagi may ipasulod nga lain nga player nga gi-pick up sa Bacolod.
