Ma'am, GREETINGS!
I just wanted to raise some questions regarding on the new "school policy" that Julio Ledesma National High School is imposing. Why are all students not allowed to go home during lunchtime? As a concerned parent I'm worried that my daughter and my son couldn't be with us during lunchtime. Although they are kept inside the campus during that time still there is no assurance of safety to the students. Frequent riots of the students who are involved in gangs and certain groups are rampant within the school. Some students are caught using drugs inside their school campus which happened few weeks ago. Even teachers are hit by violent students, Mr. Valiente can attest [to] that. And what about the calamities that are occurring recently? Like the sudden earthquakes which we cannot predict when [they] occur. [Can] the faculty and staff of the school [ensure the safety of the more or less one thousand students]? That they themselves will go home to have their lunch with family and only few of the staff will remain in the school. What about the parents who can hardly provide food for the whole day? Where in they secure breakfast and still try to work to find money for the next meal, where in they need their children to go home for lunch because of insufficient budget?
The defense of the school was that they were able to let the parents [sign] an agreement. But according to those who attended the PTA meeting, [they] thought that they [signed] an attendance because there was no heading on it.
I learned that Wellyns Catering is giving 20,000 per month to the school canteen. Is this the reason why they would keep students from going home during lunchtime? What a personal interest without first focusing on the need of the students! What assurance can we get as parents that our children [are] safe when obviously they could not be inside the classroom during these hours? How can we be confident when even some teachers are even victims of some violent students and riots within the school?
This school has a massive population of students and I don't believe the faculty and staff can handle and ensure [the] safety to all of them when it is not class hours.
Hopefully you would respond to my concerns. And on behalf of the parents who are worried about their children who are in that school.

Seminars or junkets?

I begin this article with an admission. For 10 years I was Chairman of the Social Welfare Committee of my city. Our purpose, as is the case here, was to help people in distress, most of whom were poor.
Yet every year, I would go to a big conference, sometimes in other European countries, stay in a fancy hotel, and eat excellent expensive food. The purpose was to exchange ideas and I did bring back plenty of ideas for improving our services. However, I often pondered on why it was necessary for us to live like 'fat cats,' even for only three days, when the people I was elected to serve, could never enjoy such pampered luxury.

We were surprised when a ranking officer of the Scout Ranger contingent in Negros Island was the one who led a "combat" patrol in the hinter barangays of La Castellana, Negros Occidental sometime in the early 80's. 
When we were second lieutenants then operating against the Salvatorre fanatics in Central Negros Island as part of our test mission before we can be declared as graduates of the regular scout ranger course.  Normally, small unit operations are left to the lieutenants and the sergeants because the ranking officers had better and more important things to do.

COMELEC sets COC filing 
on Oct 1-5


Commission of Elections (COMELEC) finalized the schedule for the Filing of Certificate of Candidacy on October 1 to 5, 2012.
Based on COMELEC Resolution No. 2518 Sec. 5 published on September 12, "The Certificate of Candidacy shall be filed on any day from October 1, 2012 to October 5, 2012 during office hours."
The filing of COCs is for the May 13, 2013 elections that will also be automated and shall also include elections for the Autonomous Region of Muslim Mindanao (ARMM).
Candidates for senator to municipal/city councilors are expected to flock COMELEC offices.
The resolution also specifies that if at 4:45 PM on October 5, "there are still persons intending to file" their COC, the Receiving Officer shall prepare a complete list containing their names with consecutive numbers and time of listing. The names shall be called but if the person is absent, he or she shall no longer be allowed to file a COC.
Meanwhile, COMELEC has also set October 31 as the last day of registration for both local voters and Overseas Filipino Workers.

An old soldier had a weird dream.  He dreamed that he died and went to heaven.  It was a mistake he thought, but he didn't bother to immediately inform Saint Peter about it for fear that he would be transferred to where he thought he rightfully belonged which was either in purgatory or in hell.  He wanted to behold the beauty of heaven first.

Campaigning journalism

My brave campaigning colleague has again exposed poor performance by a public official. At least the allegation is that the principal of Tandang Sora Elementary School was disrespectful to one of the parents seeking the necessary endorsement for receipt of the family's 4Ps benefit. If this is a false allegation, then the individual has the right to REPLY in the columns of this paper. If the charge is not disputed, we can but assume it is true.
