As the San Carlos City Police Office gears up for the Holy Week, April 1-8, P/Supt. Harold B. Tuzon said that members of Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB) will not be given special treatment once they get caught with firearms in checkpoints.
"No special treatment. Unless there is a prior coordination with OPPAP na merong RPA-ABB member na dadaan," Tuzon said. Although SCCPO is officially a member of the Technical Working Group and the Office of the Presidential Adviser for the Peace Process (OPPAP), standard police procedure still apply if the RPA-ABB member does not have proper documents for the firearm.
Oplan Semana Santa
On the other hand, Tuzon said they are now implementing the Oplan Semana Santa to increase police visibility in religious sites and churches in the city. Then this will be followed by the Oplan Summer Vacation that will focus on beach and recreation areas.
“The city will continue to experience a peaceful environment,” throughout the summer season Tuzon projects during the Peace and Order Council Meeting, March 30.
Vice-Mayor Edgardo Quisumbing however pointed that some teachers complained to him at a party that thieves had been entering houses in St. Charles Subdivision, Barangay I. Several items including gadgets and laptop were taken.
“Gibalik-balikan kuno sila,” Quisumbing stated.
But Tuzon claimed these akyat-bahay cases are only “sporadic” and that suspects hit victims without any pattern which makes arrests difficult. The chief of police instead blamed the victims for giving the suspects opportunity to commit crimes.
“Kung may pattern sana mas madali. Usually ang mga biktima ay soft target,” Tuzon described victims of thefts, robberies and akyat-bahay.

SCCPO has already coordinated with the Department of Public Works and Highways (DPWH) for setting up assistance desks along the high way.
One is placed in the San Carlos Transport Terminal and another is placed near the Globe Telecom office.
